A service point along a cycle highway could be valuable in attracting extra cyclists. An important condition for travellers to cycle is safe bike parking. To encourage multi modal trips, transfer nodes should be providing a proper bike parking facility. In the Netherlands, a uniform programme of requirements for implementing electric bike lockers has been developed in the past years. There have been several motivations to formulate a standard for this programme of requirements (POR):
- Open data so travellers and market parties can inform themselves
- Standardization enabling the exchange of parts/ components
- Standardization, enabling a lower market price for products
- Guidance for contracting parties
According to this POR, three elements should be included in the tender: the locker system, the web infrastructure and operation. Per element it describes what choices have to be made and what should be included in the POR.
